DOST VIII's Regional Director, Engr. Edgardo M. Esperancilla received the Presidential Lingkod Bayan Regional Award during the Pasidungog/ Awarding Ceremony of the Civil Service Commission's Search for Outstanding Government Workers last October 24, 2018, at the Summit Hotel, Tacloban City, for his exemplary performance as a visionary leader and public servant.
"The Presidential Lingkod Bayan (PLB) Award is conferred to an individual or group of individuals for exceptional or extraordinary contributions resulting from an idea or performance that had a nationwide impact on public interest, security, and patrimony. The contribution may be a suggestion, innovation, invention or superior accomplishment".
His notable initiatives and accomplishments in leading the implementation of DOST’s programs in the region have propelled him to be nominated and eventually to be hailed as the Regional Winner for the highly prestigious award.
He has noteworthy success in the implementation of the Yolanda Rehabilitation and Recovery Project, of which funding in the amount of P76,545,297.00 was provided by NDRRM through his hard-pressed determination and with the support of his DOST VIII army, in order to provide Yolanda-stricken communities with livelihood projects, employment opportunities, and trainings in various DOST-developed technologies.
With his leadership as the National Program Coordinator of the Community Empowerment through Science and Technology program of the department, the CEST team crafted the CEST Batch 1 and Batch 2 proposals with approved budgets amounting to P22, 385, 015.67 and P43, 656,084.87, respectively. CEST interventions along with the areas of health and nutrition; environmental protection and conservation; human resource development; economic development/livelihood opportunities; and disaster risk reduction and management and climate change adaptation, are now being delivered in selected CEST communities in the different regions of the country.
Through DOST VIII’s dedication and with Dir. Esperancilla’s resolve to strengthen the implementation of the DOST-SEI Scholarship Program in the region, DOST VIII achieved the department’s goal of having “one scholar per municipality”. The program attained an evident increase in the number of scholarship examinees and qualifiers. Moreover, with his strong determination to achieve continued growth and development among DOST scholars, DOST VIII was the first among the regional offices to conduct the Filipino Patriot Scholars Project in CY 2017 through the support of the DOST-SEI. The project aims to instill in each scholar the core values of patriotism, professional excellence, social responsibility, and servant leadership, making them a contributing force to our country’s national development in the future.
Dir. Esperancilla, together with the SETUP team of DOST VIII has been spearheading the conduct of the Best SET-UP Adoptor Awards, which aims to recognize outstanding entrepreneurs nationwide who have availed of the DOST’s banner program. DOST VIII has been producing a number of successful SETUP adaptors, one of which is the Trophy Farm, the 2016 National Best SETUP Adaptor. Other successful firms in the Region include the Ormoc Mac Mercury, which was the Region VIII Finalist for Best SETUP Adaptor in 2015 and the Island’s Best Calamansi Processing, the Region VIII Finalist for 2017.
Furthermore, DOST VIII through Dir. Esperancilla’s ingenious leadership has continuously pushed for the achievement of effective science, technology, and innovation governance, by maintaining its ISO 9001 and ISO 17025 certifications, as well as by enhancing office operations through the utilization of harmonized information systems. Through DOST VIII’s best practice of encouraging and supporting its workforce, the organization has produced eight employees who are officially recognized as technology/ subject matter experts. Moreover, as of 2017, DOST has a total of 15 personnel with a Master’s degree and five with Ph.D., nine of which were granted scholarships by the DOST-HRDP. Dir. Esperancilla has also been instrumental in the sizable growth of the S&T Multi-Purpose Cooperative, which was established in the year 2007. He has provided technical assistance in the coop development; providing space and required facilities for the S&T Coop operations; and invested in the cooperative in order to raise initial capital for its operations. Through his determination in encouraging investments among the DOST VIII personnel, the S&T MPC’s accomplishments from 2009 up to 2017 dramatically intensified.
In 2011, Dir. Esperancilla was among the five recipients of the Gawad CES Presidential Award for his strong support to the region's MSME development and for his various commendable accomplishments in leading the DOST VIII's program implementation including that of the Scholarship program, TBI and ICT. Dir. Esperancilla has also received numerous citations and awards, some of the most notable of these are Service and Leadership Awards from the Rotary Club of Tacloban where he served as a dynamic past president and remains to be a vigorous member.
