To tackle the different concerns in the operations of EVHRDC, six (6) committees were formed:

The Executive Committee, which shall be the overall governing body of the consortium; which is charged with overseeing all administrative and operational concerns of the consortium. The Executive Committee is the highest consultative body of the EVHRDC, which shall grant final approval for decisions that the committee deems as “highly important”. It is composed of the heads of the member institutions of the EVHRDC, specifically, official representatives of the four (4) core agencies and chaired by the Regional Director of the DOH. It shall be assisted by the EVHRDC Secretariat headed by the EVHRDC Director and the PCHRD Technical Secretariat.
Functions:
1.Provide central direction and guidance of all health research and development activities in the region;
2.Establish policies and guidelines, in consultation with stakeholders, in the identification of priority health research and development programs and projects in Eastern Visayas;
3.Promote the development of research capacity and linkages on health research and development;
4.Review and approve the sub-committees' programs and activities
5.Establish monitoring and evaluation mechanism to ensure long-term sustainability of the Consortium.
6.Oversee the overall implementation of the Regional Health Research and Development Consortiums (RHRDCs) programs and project;
7.Conduct periodic review of health research programs and projects
8.Serve as clearinghouse of all health research proposals
In the conduct of its functions, the Executive Committee shall practice collegiality and encourage harmony among member institutions. It shall be dedicated to achieving efficiency in the implementation and review of the various programs of the consortium’s constituent committees.

Functions:
1.Identify research programs and projects which are in accordance with the National Unified Health Research Agenda (NUHRA)or the Regional Unified Health Research Agenda (RUHRA) as well as research institutions which can implement the same
2.Conduct technical review of research proposals submitted for possible funding by EVHRDC. (REFER TO THE FUNCTIONS OF THE TRB)
3.Conduct technical assistance in the preparation of research proposals
Monitor on-going researches approved by EVHRDC or researches done in Region VIII but implemented by other entities.
Policy Statement:
The Research Management Committee, in the performance of its functions, shall ensure that research proposals approved for funding by EVHRDC shall conform with the updated NUHRA/RUHRA. The research proposals are approved based on technical soundness prior to endorsement to the Ethics Review Committee and final approval for funding. The committee, in its commitment to increase the capability of budding researchers, shall provide technical assistance in the preparation of sound search proposals. Monitoring of implemented researches shall be conducted to ensure strict adherence to the approved protocols and procedures, schedules, expected outputs, proper use of research funds and additional technical assistance when problems arise during the conduct of the research. Finally, monitoring of researches conducted by other entities shall be done for data information and avoid duplication of researches.

Functions:
1. Evaluate the conduct of research in the region in accordance with the international and national guidelines, local laws, standards of professional conduct and practice, community morals values and needs;
2. Promote research integrity by identifying and resolving conflicts of interests;
3. Establish appropriate mechanisms in all stages of the research in order to:
• Ensure the safety, protect the rights, and promote the welfare and well-being of research participants
• Provide counsel to research participants, including proponents and researches
• Ensure prompt reporting of changes in the protocol and unanticipated problems.
• Ensure the proper documentation of and adherence to the confidentiality rule and policy on informed consent.
• Monitor the progress of the ongoing research.
4. Report to the institutional or national authorities any matter that affects the conduct and ethics of research which in its view may affect the rights and safety of research participants;
5. Keep a systematic and organized record of all proposals reviewed, including actions taken and other pertinent information; and
6. Submit annual report to PHREB through PCHRD-DOST, which contains the following:
• Composition of ERC (name, educational attainment, recent ethics training/ seminars attended) and term of office;
• Members of the secretariat, office and email addresses and contact numbers;
• Number of meetings per year (date and venue)
• Number of researches reviewed during the year
- Researches approved w/o changes
- Researches for which ERC required modifications or revisions before approval
- Researches disapproved
7. Collection of fees
• For those research studies not funded by EVHRDC, fees shall be collected when conducting ethical review. The amount will be streamlined with the DOH Guidelines on collection of fees and upon the approval of the Executive Committee and facilitated by the Secretariat.
Policy Statement:
The EVHRDC ERC commits for the protection and safety, well-being and autonomy of participants in any health research conducted in Region 8. Towards this end, the independence and impartiality of the committee shall be guaranteed.

d. Town Hall Meeting to discuss insights and possible opportunities for health research & development; and

3. Maintain a database of the following: a. approved, ongoing, and completed Health Researches b. profile/background of member institutions
4. Provide Technical Assistance in the Development of Strategies for Dissemination and Translation of Health Research Findings;
5. Disseminates relevant information from the Executive Committee and other committees of EVHRDC utilizing appropriate venue/media;
6. Facilitate the conduct of activities to promote EVHRDC programs and projects:
a. research fora/symposia/conferences
b. promotional campaigns;
7. Participate in regional, national, and international research fora, conferences, and exhibits for the purpose of disseminating health research findings;
8. Recommend to the Capacity Building Committee relevant trainings for dissemination and translation of completed research findings.
9. RUC (with IPR expert) evaluate EVHRDC - funded research projects for patentable technologies before allowing it for publication or presentation.
Policy Statement
The Research Utilization Committee functions as the Dissemination Arm of the EVHRDC. It shall disseminate information recommended by EVHRDC Committees and the Executive Committee for the benefit of the member institutions and the general public.

1. Assess the human resource and facility requirements for health research of the member-institutions of the consortium;
2. Develop a strategic health research human resources development and facility improvement plan and monitor its implementation; and
3. Establish a sustainable mechanism for sharing of resources and exchange of technical expertise.
Policy Statement:
The Committee on Capability Building, in the conduct of its functions, shall provide training on the most up-to date on research process including data analysis and research management to all member institutions of the EVHRDC. It shall also ensure a sustainable quality training programs of research process including data analysis and research management already offered by member institutions of EVHRDC. Moreover, the committee shall help provide necessary facility and equipment in health research and development.

Functions:
1. Provide technical and policy advice to the Executive Committee on membership concerns
2. Provide an interactive and participative environment for member institutions, which shall lead to sound policy development and action.
3. Ensure the relevance of the EVHRDC organizational structure and its operations to evidence-based health needs and outcomes.
4. Monitoring and evaluation of member institutions on research activities undertaken, as well as member committees concerning functions and activities, incentives for proponents and awards of researches funded by the EVHRDC.
5. Identify awards, incentives and recognitions following guidelines to be given to individuals/groups or agencies and submit for approval to the Executive Committee.
6. Provide technical and policy advice to the Executive Committee regarding membership concerns as follows:
• Membership fees: P10,000.00 for Government Agencies and P5, 000.00 for Private or professional Organizations (either cash or in kind)
• Annual Dues: P30, 000.00 for Government Agencies and P5,000.00 for Private or professional Organizations (either in cash or in kind)
7. Collection of Fees
Manner of Collection
Collection of annual dues shall be billed to the member institution on the first quarter and will be due on the second month of the second quarter for the year. The consortium secretariat will prepare the bill to be sent to the member institutions. All payments for the membership and annual fees including maybe made in cash or in a form of check payable to EVHRDC. A nominated member institution approved by the ExeCom shall hold the funds in trust. Such institution shall receive payments as well as issuance of official receipts, disbursements deemed beneficial to the consortium, and preparation of financial reports. Such payments include but not limited to membership fees, annual dues and review fees.
Policy Statement:
The SOME Committee, in the conduct of its functions, shall ensure the stability and structural integrity of the EVHRDC, consistent with its Vision-Mission Statement and its Core Values. It shall be sensitive to cultural, socioeconomic and political concerns of the member institutions.
