Consistent with the Eastern Visayas Regional Development Plan (EV-RDP) 2023-2028’s commitment to boost health and nutrition in the region, as well as the region’s commitment to attain the Sustainable Development Goals (SDGs), the Regional Development Council (RDC) VIII endorsed the Philippine Multi-Sectoral Nutrition Project (PMNP) through RDC VIII Resolution 71, s2021, to the National Economic and Development Authority (NEDA) – Investment Coordination Committee-Cabinet Committee (ICC-CC). The NEDA-ICC-CC approved the PMNP for funding through the Overseas Development Assistance (ODA) on 22 November 2021. The PMNP was officially launched on 29 March 2023 at the national level.

The PMNP will enable the Philippines to adopt a bold, multi-sectoral, multi-component, and multi-year nutrition approach to deliver a coordinated package of nutrition specific and nutrition-sensitive interventions across various LGU platforms together with a harmonized social behavior change and communication strategy. The PMNP will focus on municipalities with a high rate of stunting among children. It covers 235 municipalities across 26 provinces in 12 regions nationwide, which includes 22 municipalities in Leyte, 20 municipalities in Samar, 14 municipalities in Eastern Samar, and 14 municipalities in Northern Samar.

The PMNP can ensure that stunting in the region can be decreased to less than 6.8 percent by 2028, thus meeting the EV-RDP target, and be eliminated by 2030, thus meeting the SDGs 2030, and ensuring the attainment of AmBisyon 2040 of matatag, maginhawa at panatag na buhay para sa lahat.

The delivery of the nutrition package, as well as its coordination, in the municipalities will be funded by the national government, through the ODA, with counterpart funding from local government units (LGUs). With the fiscal year (FY) 2023 national tax allotment (NTA) of LGUs expected to be lower, because of lower national income during the COVID-19 pandemic years, the LGUs are faced with the challenge of sourcing funds for their financial, as well as in-kind, counterpart to implement the PMNP.

Two municipalities in the region, one in Leyte and one in Samar, expressed their concern that, with the reduced NTA, they may not be able to source the required financial and in-kind counterpart to implement the PMNP in 2023, which will affect their annual performance which is further the basis for succeeding years’ annual allocation for the project.

The Department of Health issued Department Memorandum (DM) No. 2023-0061, entitled “Selection Criteria and Process for Areas Replacement under the PMNP”, in anticipation of identified LGUs that may not be able to continue with their engagement in the project. In the said DM, the replacement municipalities, after having met the same criteria as the initial selection process, shall be endorsed by the Regional Development Council (RDC) - Social Development Committee (SDC). Hence, during the Committee meeting on 12 May 2023, the RDC VIII-SDC endorsed the inclusion of the municipalities of Batbatngon, Leyte, and Arteche, Eastern Samar, as replacement areas in the PMNP, maintaining the 70 municipalities for the region.

The main proponents of the PMNP are the National Nutrition Council (NNC), Department of Health (DOH), and Department of Social Welfare and Development through the KALAHI-CIDDS, with partners from the Inter-Agency Taskforce on Zero Hunger (IATF-ZH), Department of the Interior and Local Government (DILG), Department of Agriculture (DA), and Department of Science and Technology - Food and Nutrition Research Institute (DOST-FNRI).

 

The chairs and members of various working committees of the 16th Philippine National Health Research System (PNHRS) Week Celebration from the Philippine Council for Health Research and Development (PCHRD) and Eastern Visayas Health Research and Development Consortium (EVHRDC), gathered at Summit Hotel in Tacloban City last April 28, to prepare for the upcoming PNHRS week celebration scheduled on August 8-11, 2023.

 

 

The celebration is an annual event that brings together health researchers, policy-makers, and stakeholders, to share their research findings and discuss innovative solutions to pressing health challenges in the Philippines. This conference aims to promote evidence-based decision-making, improve health outcomes, and strengthen health research in the country.

 

 

Dr. Exuperia B. Sabalberino, Chair of EVHRDC’s Executive Committee (EXECOM) and DOH Regional Director, presided over the meeting and expressed her gratitude for the opportunity to host the PNHRS conference in the Eastern Visayas region.

 

“We are excited to showcase our region's contributions to health research, and learn from other regions' experiences. We hope that this activity will inspire more researchers to pursue health research, and help improve health outcomes in the Philippines,” she shared.

 

 

Dr. Sabalberino noted the high energy level of the attendees and expressed her hope that this energy would be sustained until the PNHRS celebration.

Virtual/Online – Samar State University faculty members and researchers participated in the HERDIN Orientation and Learning Session on 31 May 2023. The event, organized by the Philippine Council for Health Research and Development (PCHRD), aimed to introduce the HERDIN platform and its valuable features to research-generating institutions. The session focused on enabling participants to effectively manage, organize, and disseminate their research outputs.

Under the coordination of the Executive Director for Research, Dr. Sherrie Ann Cananua-Labid, who also serves as the Eastern Visayas Health Research and Development Consortium-Research and Utilization Chair, the HERDIN Orientation and Learning Session assembled a distinguished panel of experts and influential speakers in the field. The program encompassed engaging talks, insightful discussions, and interactive sessions, all dedicated to exploring the diverse facets of HERDIN and its invaluable role in research endeavors.

Dr. Jaime C. Montoya, PCHRD Executive Director, delivered the opening remarks, highlighting the importance of research collaboration and knowledge dissemination in advancing healthcare. Following this, Ms. Maria Violeta C. Intia provided an in-depth overview of the HERDIN platform, emphasizing its role in connecting researchers and facilitating the exchange of health research information.

The session continued with informative talks by PCHRD experts. Ms. Mylene B. Marco shared insights on creating HERDIN accounts, while Ms. Grace Ruth T. Daulat delved into the intricacies of the Research, Researcher, and Institution Form Data Fields. Participants also gained valuable knowledge on HERDIN search functionalities from Ms. Renzell Ann M. Parino.

To address copyright and data protection concerns, Atty. Exequiel D. Valerio, Assistant Chief of the Bureau of Copyright and Related Rights, Intellectual Property of the Philippines, provided an overview of copyright regulations. Ms. Roren M. Chin, Division Chief of the Public Information and Assistance Division at the National Privacy Commission, discussed data protection practices. Additionally, Ms. Maria Violeta C. Intia presented HERDIN's data protection measures.

The HERDIN Orientation and Learning Session concluded with closing remarks from Dr. Marilyn D. Cardoso, the University President, represented by Engr. Mirador G. Labrador, Vice President for Research and Extension Services. The university administration expressed gratitude to the PCHRD for organizing such a valuable session and affirmed their commitment to supporting research initiatives within the institution.

The HERDIN platform, as introduced during the session, plays a crucial role in enhancing research visibility and collaboration. It empowers researchers and research-generating institutions to efficiently manage and share their health research outputs while adhering to copyright and data protection laws.

Expanding on the EVHRDC commitment to fostering research excellence, Dr. Sherrie Ann Cananua-Labid enthusiastically shared, "We are delighted to announce that Visayas State University (VSU) and Leyte Normal University (LNU), two esteemed State Universities in the region, will also be conducting the same training this year." This exciting development showcases the collaborative efforts of these institutions in promoting research capacity building and underscores the collective dedication to elevating the quality and impact of health research in the region.

The Eastern Visayas Health Research and Development Consortium (EVHRDC) effectively demonstrates its goal of attaining its Mission of generating knowledge, innovation technology, products and services in promoting the optimal health of the people in Eastern Visayas. In light with this, DOST-EVHRDC conducted a Call for Proposals for Biotechnological, Biomedical, and Social Science Health Researches, aiming to generate health research proposals that could help address the needs of health systems in Eastern Visayas.

The activity highlighted the discussion on the 2023-2028 RUHRA, which was led by Mr. Leonido P. Olobia (RMC Chair). Afterwards, there were discussions in connection to the “Biotechnological/Biomedical Health Research Topics in the Region” delivered by Dr. Antonio E. Lim, Jr. (RMC Member), the discussion concerning the “Social Health Innovation” delivered by Dr. Meredith Labarda (RMC Member), the presentation on the Regional Research Fund by Dr. Lucia P. Dauz (Consortium Director), a presentation about the Mechanics of the Call for Proposals by Dr. Catalino P. Dotollo, Jr. (RMC Member), the TRB Review of Full-blown proposals by Sr. John Mary S. Fornillos, the discussion about the ERC Review by Mr. Raymond G. Campo (ERC Secretariat), and the 2023 Call for Proposals of the Science for Change Program by Ms. Gwendoline Seno (RRDIC Secretariat).

The focal point of the aforementioned gathering is to discuss and brainstorm together with the stakeholders in order to gather capsule proposals from researchers of EVHRDC’s member institutions, which could possibly be funded through DOST-PCHRD’s Regional Research Fund and DOH Research grant. The submitted capsule proposals will be reviewed by the EVRHDC-RMC. This will be followed by a series of mentoring sessions for the researchers who will qualify for the Full-Blown proposal development. The Full-blown proposals will be further reviewed by the Technical Review Board to be later endorsed to the EVHRDC-Ethics Review Committee for ethical review. Once the researcher surpasses the series of proposal review, the funding process will then commence after the submission of all necessary documentary requirements. This procedure will then be facilitated by the EVHRDC Secretariat.
