Villaba, Leyte, August 19 (PIA) – With the need to address the health needs of the majority of people in the Eastern Visayas region particularly in far-flung barangays, the Department of Health (DOH) has extended the services of the Eastern Visayas Regional Medical Center or EVRMC through the opening of the Villaba Polyclinic at Barangay Cabungahan in Villaba, Leyte.

In a groundbraking ceremony led by the DOH Director, Dr. Minerva Molon and EVRMC Chief, Dr. Salvador Evardone held August 17 at the said barangay, it was learned that the 25 million worth polyclinic which will be funded by the Department of Health, is an extended facility of the EVRMC.

The polyclinic will be constructed in a 1.5 hectare land donated by the Veloso family through the efforts of Congressman Vicente Veloso of the third District of Leyte.

In her message, DOH Director Molon said, “this polyclinic is a good venue to bring health services to remote barangays”. “This will likewise address the sentiments of the people who find it hard going to some other hospitals just to seek medical help”, she added.

Similarly, Dr. Evardone of EVRMC stressed, “I will see to it that once this polyclinic is done, it will be equipped with needed health facilities, and manpower will likewise be provided”. “We will surely make plans just to augment the services of the said facility”, Evardone said.

Meanwhile, Congressman Veloso emphasized, “it has been my vision and a promise to my constituents to put up a hospital in the area, so that people in the nearby barangays and municipalities would not spend much time and resources going to some places just to access immediate medical attention”. “I proposed this polyclinic with the services of a hospital, considering that hospitals are far from the area. The nearest hospital is in Tabango, Leyte which is just an infirmary, while going to EVRMC on the other hand is too far and no regular transportation is available”, he further bared. Veloso also added the polyclinic will start its operation as an out-patient hospital and it will cater to the medical needs of the people not only in the third district but also those in the second and fourth districts of Leyte, as well as those in Biliran Island.

Together with the groundbreaking ceremony which was witnessed by some health officials and representatives from government institutions and local government units, was the turn-over of the Deed of Donation of the Lot which will be the site of the health facility. (GTT/PIA Leyte)

Admitting he is more on personnel and operational management than a clinician, Doctor Salvador Evardone assumed recently as the 10th hospital chief of the Eastern Visayas Regional Medical Center (EVRMC) since”Yolanda”.

Prior to this, he was the chief of the Eastern Samar Provincial Hospital (ESPH) for 14 years, which gave him a rich experience in running a government health facility.

Back there, he paid attention and resolved staffing and personnel issues.

One ESPH staff who requested anonymity said, as a health leader Evardone is diplomatic not dominant with what he wants to implement. Whenever possible, he agrees on personal limitations of people and of available resources.

Dr. Salvador Evardone (center) clarifies some issues being thrown to the Eastern Visayas Regional Medical Center (EVRMC), while at the same time giving assurance for a positive personnel and operational management under his administration.

Evardone believes that for personnel to better perform, their needs have to be satisfied because they are the ones who translate strategies to action.

At EVRMC before his official assumption on August 2, he said he has heard of a few complaints of patients or their families but this is normal, he said.

Not to be discounted are complains in the recent past of arrogant health personnel, of which Dr. Avito Salinas, Deputy Chief acknowledged.

On the same note however, did Salinas appeal to the public to think of the majority of nurses, doctors and attendants who give better attention and services.

“EVRMC has about 2,400 personnel and the fault of one or two should not be branded for the entire working force, that is unfair,” Dr. Salinas said.

He was seconded by Dr. Evardone who requested media to validate any perceived misconduct of personnel, to validate the info with management.

On the operations side, Dr. Evardone stressed that he will be consultative with other members of top level management, continue the good practices and improve other service delivery if need be.

What is most challenging to EVRMC is the unfinished work of JD Legaspi Contractor.

“We’ve sent demand letters to JD Legaspi Construction in Manila for several months now, but we have yet to receive a reply or better yet to complete Phase-1 building of Cabalawan EVRMC,” Dr. Salinas shared.

Part of the construction, he added, is the provision of a transformer so they can start using their CT Scan machine.

“With our fluctuating electric current, we cannot start using the P100M worth CT Scan machine without the heavy duty transformer, otherwise it will destroyed instantly.

EVRMC also needs the help of DPWH08 to finish the road construction fronting the building and the Tacloban City LGU to control the increasing number of illegal stores which is believed to hamper the traffic flow.

TACLOBAN CITY, Leyte, August 8 (PIA) – As it recently marked the “Dengue Awareness” month, the Department of Health (DOH) in Eastern Visayas (EV) once more urged the public to always observe “Four S”(4S) strategy in order to stamp out “Dengue” or its possible outbreak.

The “4S strategy” is still proven the best way to prevent Dengue.  It stands for Search and destroy mosquito breeding places; Seek early consultation whenever symptoms are observed; do Self-protective measures like wearing pajamas and long-sleeved shirts; and, Say no to indiscriminate fogging.

A DOH-8 report, bears that the intensified anti-dengue campaign in the recent past, ­­­ reduced the dengue cases to 1,779 for the period January 1 to July 7, 2018, from 2,283 cases recorded during the same period last year, majority of which came from the Leyte province.

During the same period, an outbreak occurred in Salcedo, Eastern Samar, with 61 cases and 2 deaths.

The Health department further warned public not to ignore the symptoms of the disease, rather act on it at once.

Some people, especially children and teens, may not experience symptoms in mild cases.  Usually, Dengue symptoms begin in four to seven days after being bitten by the Dengue-infected mosquito, the warning said.

In most Dengue cases, the Health department further informed that, patients recover their health a week after symptoms occur while other cases worsen or become life-threatening as clot-forming cells in the bloodstream drop. The situation may result to severity of the case, called severe Dengue hemorrhagic fever or the so-called Dengue shock syndrome. (ldl/gtt/PIA-Leyte with reports from the Department of Health)

To ensure the implementation of the 2017-2018 Operational Plans of the EVHRDC, the ExeCom along with the Committee Chairs initiate a general assembly among the member institutions to collectively evaluate the extent of implementation of its planned programs and initiatives as stipulated in the said operational plans. A Mid-Year Assessment and Planning activity has been conducted on July 26, 2017 in Hotel Alejandro, Tacloban City.

The activity aims to assess the overall status and direction of the organization which include the implementation of the committee functions and planned activities for the current year as well the organization’s fiscal management.

Majority of the member institutions were represented by its heads and representatives which have been formally acknowledged by Ms. Rachelle Arape, EVHRDC Staff and eventually formally welcomed by Dir. Edgardo Esperancilla, Co-Chair of EVHRDC ExeCom.  In his message, he stressed the achievement of Cuba, a third world country like the Philippines which managed to become a world leader in the field of medicine. He also urged the participants to indulge in researches and projects which address the health needs of the region. Finally, he gave his salutations to Dr. Edgardo Tulin, President of VSU for the “Most Outstanding Research Administrator Award” he just received during the 2018 National Science & Technology Week (NSTW) held at the World Trade Center, Pasay City on July 17, Tuesday. Furthermore, Dr. Tulin also gave his welcome message and reassurance of VSU’s cooperation in the implementation of research activities of the consortium.

After the opening program, the committee chairs have presented the accomplishment reports covering from January to July, 2018. The reports of the committees; Research Management Committee, Research Information Committee, SOMEC, CBC, ERC, and RIC have eventually given a vivid picture to the members on what has to be done and accomplished in the next 5 months of the CY: 2018-2019. The secretariat also provided a comprehensive presentation on the details of the utilization and management of the budget afforded to each committee. 

Furthermore, committee meetings have also been facilitated by the secretariat to enable the 5 committees of the consortium to review its operational plans and targets, and eventually present its new plans to maximize utilization of the available resources with consideration on the time left to implement those.
