The Department of Health – Eastern Visayas Center for Health reports today additional one (1) new confirmed case of COVID-19 in Eastern Visayas. This bring the total of confirmed cases of COVID-19 in the Region to two (2). The second confirmed case was part of the second batch of 22 sample sent to Vicente Sotto Memorial Medical Center for COVID-19 testing.
The second confirmed positive case is a 63 year old male from Calbayog City with history of travel to Manila and arrived in the region last March 8, 2020 with symptoms of dry cough. He was admitted on March 21, 2020 in a local hospital and later discharged with a diagnosis of Community Acquired Pneumonia and was sent home with medication and advised home isolation.
During his home isolation, his dry cough persisted prompting him to be referred for a nasopharyngeal swab last March 25, 2020. Patients condition is improved, however because of high risk condition belonging to vulnerable groups, he is now to be transferred to our referral hospital for further monitoring and management.

Today the laboratory results of the second Patient Under Investigation (PUI) in Eastern Visayas arrived and tested negative for the 2019 nCoV ARD. The PUI is a 30 year old female from Leyte with history of travel to Hongkong and Macau and went back to Leyte on January 21, 2020. She has been isolated and admitted for five (5) days in DOH referral hospital before the results came in and now she is for discharged.
On the other hand, the Department of Health Eastern Visayas monitored and isolated three (3) more Patient Under Investigation in the referral hospital. Overall, a total of seven (PUI) are now recorded in Eastern Visayas, of which one was discharged on February 1, 2020, one for discharged today and 5 are still isolated and accordingly managed.
The three (3) new PUI were admitted yesterday evening, February 4, 2020. All of them have a history of travel to Macau to visit a relative on December 23, 2019 to January 28, 2020. They arrived in Manila on January 28, 2020 and travelled to Tacloban City on Janaury 29, 2020.

PALO, LEYTE -- PAHIMOSAN Interlocal Health Zone composed of the Municipalities of Paranas, Hinabangan, Motiong and San Jose de Buan all in Samar Province conducted an orientation on Nutrition Program Management on 19-21 November 2019 at Kirigtaan Hall, Paranas, Samar.
The 3-day orientation was facilitated in by the National Nutrition Council 8 with RNPC Catalino P. Dotollo Jr. and NOIII Nino Archie Labordo as the resource persons. The main aim of the activity was to give the Municipal Nutrition Committee members the knowledge skills and attitude on nutrition program management and to present the enhanced local nutrition action plan.
On their topics, the facilitators focused on the following: (1) key processes in NPM in the context of local governance and development; and (2) ways of improving local NPM particularly in the development & implementation of responsive & effective nutrition plans. The four municipalities presented their enhanced local nutrition action plan 2020-2022 during the third day as an output to the NPM orientation.
During the open discussion, members of the MNC raised the following issues and interventions: Anti-smoking ordinance as one of the policies to reduce stunting and prevent low birth weights; monitoring of teenage females soon to get pregnant for an on time pregnancy tracking- inclusivity of the first 1000 days; inclusion of other relevant members in the MNC to include PopDev Coordinator and civil society organizations; and the working out for the full time municipal nutrition action officer with staff.
Atty. Eunice U. Babalcon, the Municipal Mayor of Paranas and at the same time the Chairperson of the PAHIMOSAN Inter Local Health Zone envisioned to have a unified goal in achieving a malnutrition free interlocal health zone with a proper alignment and prioritization of the programs, projects and activities.

PALO, LEYTE -- With the main objective of finalizing the local nutrition action plan (LNAP) 2020-2022 selected local government units of Northern Samar immersed themselves to the Workshop on Enhancement and Finalization of LNAPs on 6-8 November 2019 at Ciriaco Hotel, Calbayog City, Samar.
The said activity was a follow through of the integrating of nutrition in the development plans exercise conducted last 17-20 September 2019 at The Oreintal Hotel, Palo, Leyte for the Northern Samar Province and its constituents’ municipalities. The enhancement/finalization of LNAPs was sponsored by Plan International to identified Plan areas to cover: Catubig, Las Navas, San Roque, Lope de Vega and Catarman.
Specifically, the activity aimed at presenting the LNAP 2020-2022 with inclusion of budgets and integration of nutrition related programs and activities.
NOIII Labordo also included an orientation on the Monitoring and Evaluation of Local Level Plan Implementation (MELPPI) Pro indicators and possible activities that will be integrated in the plan.

PALO, LEYTE - A total of about 120 local government units in Eastern Visayas is now equipped with the knowledge and skills on how to effectively integrate nutrition of Philippine Plan of Action for Nutrition (PPAN) programs and projects in the updating of Provincial Development and Physical Framework Plan (PDPFP), Comprehensive Development Plan (CDP) and the Local Development Investment Program (LDIP) Fiscal Year 2020-2022.
The planning workshop on integrating nutrition in the PDPFP, CDP and LDIPs was conceived primarily to: (1) increase the understanding of provincial/city/municipal teams on the alarming problem of malnutrition in the country and its impact on national and local development, and the need to scale up nutrition in their plans and budgets by effectively making the case of why and how to invest in nutrition; (2) effectively integrate PPAN programs and projects in the updating of PDPFPs, CDPs and LDIPs FY 2020-2022;(3) further strengthen the capacity for factoring nutrition in the overall preparation of PDPFPs, CDPs and LDIPs FY 2020-2022 among development stakeholders; and (4) In the process of integrating nutrition in the updating of PDPFPs, CDPs and LDIPs FY 2020-2022, formulate local nutrition action plans for these local government units.
The government have strengthened the implementation of nutrition related programs through its policy issuances in 2018and 2019. The DILG and DBM issued national policies supporting nutrition actions at the local level – DILG Memorandum Circular 2018-42 dated 26 March 2018: Adoption and Implementation of the Philippine Plan of Actionfor Nutrition (PPAN) 2017-2022. The Department of Budget and Management (DBM) issued two policies: (1) National Budget Memorandum No. 130 dated 13 April 2018: Budget Priorities Framework for the Preparation of the FY 2019 Budget Proposals under Tier 2, to guide departments and agencies in the crafting of their Tier 2 budget proposals and (2) Local Budget Memorandum No. 77 and 77a: FY2019 Internal Revenue Allotment and Guidelines on the Preparation of the FY 2019 Budgets of Local Government Units to prescribe guidelines in the preparation of the FY 2019 budgets of LGUs, identify priorities in the use of the IRA and other local resources. Republic Act 11037: “MasustansyangPagkain para sa Batang Pilipino Act”, provides for a comprehensive national feeding program for undernourished children in public day care, kindergarten and elementary schools. Republic Act 11148:“Kalusugan at Nutrisyon ng Mag-Nanay Act” instructs national government agencies and local governments to scale up health and nutrition actions to secure the health and nutritional well-being of mother and children in the first 1000 days.
