Palo, Leyte - Barangay Nutrition Scholar (BNS) Rosita Acsibar of Barangay Pansaan, Maasin City is one of the contenders for the Regional Search for the 2018 Outstanding Barangay Nutrition Scholar (OBNS).
BNS Acsibar was evaluated and validated on May 15-16, 2019 by NNC RNPC Dr. Catalino P. Dotollo, Jr., NOIII Nino Archie S. Labordo and Philippine Information Agency (PIA) Corresponder Erna Sy-Gorne.
BNS Acsibar has been serving Barangay Pansaan for about twelve years now with a challenging malnutrition situation to a well-informed and more nourished community. In the past 5 years Brgy. Pansaan, 20 kilometers away from the main city ranked first in terms of underweight and wasting. However, with the perseverance and dedication of BNS Acsibar in lobbying nutrition programs and its implementation to the Barangay Nutrition Committee (BNC), the barangay has recorded zero wasting, stunting, and obesity of children ages 0-59 months from 2016, 2017, and 2018.

CEBU CITY, May 3 (PIA) -- A community-based center offering free HIV testing and treatment opened its doors in Cebu City, April 27.
The center called LoveYourself White House is equipped with laboratory diagnostic equipment that are crucial for clients living with HIV, says Ronivin Pagtakhan, LoveYourself founder and executive director.
The center, run by volunteers, seeks to offer a safe space not only for those who wish to have themselves tested for HIV but also those in need of counseling and life-coaching.
“We also provide HIV care services for clients in terms of prevention until treatment and we do activities that are focused on capacity building,” said Pagtakhan during the press launch.
The center here is the sixth facility of its kind opened by LoveYourself, a community of volunteers that started in 2011 that is implementing innovations and programs specific to HIV prevention and treatment.
In running the centers, Pagtakhan said they partnered with 12 other community-based organizations nationwide to help them reach people who need to be tested.
By 2018, the LoveYourself centers have tested a total of 28,000 persons, with 1,725 reactive clients currently enrolled in its treatment programs.
Forty percent of the HIV cases reported in the National Capital Region, which holds the highest number of HIV cases in the country, were reported by LoveYourself centers, added Pagtakhan.
By establishing a community center in Cebu, LoveYourself focuses its attention to the growing number of HIV cases in Central Visayas.
Top 4 in the Philippines
According to Dr. Van Philip Baton, Medical Program Coordinator for Infectious Diseases of the Department of Health (DOH) in Region 8, Central Visayas has consistently ranked top 4 among the regions with the highest HIV cases in the country. “We are the first region outside of Luzon, far from the National Capital Region (which is number one), with the significant number of HIV cases,” said Baton.
In 2014, there were 615 cases reported in the region.
This jumped to 992 cases by 2018.
Since 1984, Central Visayas has been contributing to 9 percent of the total number of HIV infections in the country. “That’s around 1 in 10 coming from Region 7,” said Baton.
DOH records show that Cebu reported the highest number of cases in the region (92 percent), of which most are from Mandaue City, Cebu City, and LapuLapu City.
Of the total HIV cases in Central Visayas, 38 percent are people who inject drugs. “In Cebu, we have two problems- people who have sex unprotected and people who share infected needles,” the DOH official explained.
The rise in HIV cases in the region mirror the sharp increase of cases nationwide with an average of 32 new HIV cases reported per day in 2018.

Palo Leyte - Nutrition Officers of the National Nutrition Council (NNC) together with the Department of Health (DOH) - Health and Management Staff (HEMS) Manager or their representatives from the different regions of the country attended the Training of Trainers on Nutrition Cluster Management on 25-27, March 2019 at Microtel Inn & Suites in Davao City.
“Without data we cannot plan”, NNC Executive Director Azucena M. Dayanghirang expressed the importance of data during her opening message. Being equipped with information management tools will enable the local government to provide proper response and save livesespecially during and after emergencies, ED Dayanghirang explained.
The three-day training of trainers provided the participants relevant inputs particularly on: (1) Overview of Information Management in support to Nutrition in Emergencies in the Philippines; (2) Information Management Concepts and tools; (3) Roles of the Information Management Officer in the Humanitarian Context and Data Privacy Act; and (4) Planning for a Functional Information Management System for Nutrition in Emergencies.
Region VIII is one of the most vulnerable regions in the country, DOH-HEMS Manager Fidelita Dico and NOIII Nino Archie S. Labordo during the re-entry planning proposed for a roll out training to include as participants are the developmental partners in the region, disaster prone municipalities and municipalities with high support to nutrition program.

PALO, LEYTE – Fourteen Members of the Regional Nutrition Cluster (RNCl) in Eastern Visayas region attended a reorientation of functions during its 1st Quarter Regional Nutrition Cluster Meeting conducted on April 15, 2019 at the Department of Education- National Educators Academy of the Philippines (DepEd-NEAP) Training Center, Palo, Leyte.
Dr. Fidelita D. Dico, Health and Management Staff (HEMS) Manager of the Department of Health (DOH) shared and discussed the Department of Health Personnel Order No. 20017-249-A, entitled, Amendment to Department Personnel Order 2007-2492 dated 30 August 2007 regarding the “Creation of the Health Cluster with Sub-Clusters on Nutrition, WASH, and Health”. DOH Nutrition Manager Felecita Borata elaborated that in the order, the cluster shall coordinate with other development partners for food and non-food items, provision of nutritional requirements of the general population and vulnerable groups through nutrition assessment, infant and young child feeding, food assistance, management of acute malnutrition, and micronutrient supplementation.
In 2014, right after the onslaught Super Typhoon Yolanda, a Regional Nutrition Committee (RNC) Resolution was approved for the creation of the Eastern Visayas Regional Nutrition Cluster (RNCl) and was amended in 2016 including now to twenty-two members of the Nutrition Cluster from government and non-governmental organization.

Call for Proposals: ASEAN DxD Initiative
The ASEAN Diagnostics Development (DxD) Initiative is pleased to accept R&D project proposals aligned with diagnostics for Dengue, Tuberculosis, Hepatitis B, and Malaria for CY 2019.
The ASEAN Diagnostics Development (DxD) Initiative is a joint program of Philippine’s ASEAN Network for Drugs, Diagnostics, Vaccines, and Traditional Medicines Innovation (ASEAN-NDI) and Singapore’s Diagnostics Development Hub (DxD Hub) which focus to co-develop diagnostic products among ASEAN Member States (AMS) that will address the unmet clinical needs in ASEAN. The initiative was approved by the ASEAN last May 2018 during its COST-74 meeting in Thailand.
The Initiative will give a priority to proposals that are strategically fit and beneficial to ASEAN. Likewise, medical value, workflow efficiency, competitive landscape, and commercial attractiveness in the development of product are important and necessary as the drugs/expected outcome should be market-ready.
